Carter Jonas secured hybrid planning permission from the London Borough of Hounslow in June 2014 for the redevelopment of a former waste / industrial site to deliver a new 17,250 seat community stadium for Brentford Football Club (detailed permission) and up to 910 residential homes across four sites (outline permission) to support its construction.
Since the grant of the hybrid planning permission, Carter Jonas has led on the detailed planning strategy to secure the delivery of the site, including applications under Section 73 for amendments to the original planning permission and securing approval of Reserved Matters for three of the four residential phases. Construction of the stadium was completed in 2020, in time for Brentford Football Club to play their first match there in September 2020. The first three residential sites have also been completed and are now occupied.
Section 73 and Reserved Matters applications are currently under determination by the Council in respect of the final residential site, Duffy, which propose to increase the total number of homes across the site to 1,015034. Once the development is complete, the strategy will have helped Brentford Football Club to achieve its goal of relocating from its existing stadium at Griffin Park, Brentford, and remain within the Borough, whilst securing the club’s long-term sustainability.
Client challenges
The team have helped KBGD and LRD navigate several challenges including:
- Amendments to the parameters of the hybrid planning permission: leading on navigating the complexities of a phased hybrid planning permission, whilst securing amendments to the original outline parameters to enable optimisation and delivery of each residential phase.
- Changing legislative framework: new planning policy since the grant of the original planning permission, with a new NPPF, London Plan and Local Plan, together with changes to legislation on fire safety, as well as other Building Regulation changes, required to be address as part of Section 73 / Reserved Matters submissions.
- Local & political sensitivity: The original planning permission was subject to local and political scrutiny, including from Royal Botanic Gardens, Kew, a UNESCO World Heritage Site, due to the height of the proposals and therefore engagement with stakeholders and residents was of great importance.
- Affordable housing / viability: assisting with and coordinating discussions regarding viability challenges and the delivery of much needed affordable homes as part of comprehensive mixed use regeneration.
Our mitigation approach
Carter Jonas has worked closely with the London Borough of Hounslow throughout the lifetime of this scheme, leading on pre-application and post submission discussions, relating to both the grant of the original planning permission and subsequent receipt of amendments to the scheme and delivery of residential phases through Section 73 and Reserved Matters submissions. Carter Jonas led on the preparation of a Planning Performance Agreement (PPA) with the Council and the process of engagement thereon with the Council and the GLA.
As a result of earlier residential phases bringing forward a greater number of residential homes than had originally been envisaged, Carter Jonas led on engagement with the Council regarding a proposed increase to the overall number of homes that could be delivered across the entire development. As part of this process it helped lead on engagement with and presenting to Councillors and local amenity groups, as well as the public at a consultation event in late 2018. In January 2019, and following detailed pre-application discussions with the Council, Carter Jonas submitted parallel Section 73 and Reserved Matters application to increase the total number of homes across the entire masterplan site to 1,015 and to enable 275 homes to be delivered on the Duffy site, of which 42 would be affordable.
Since submission, Carter Jonas has since led on discussions with the Council and the GLA regarding amendments to the submitted scheme to increase the number of affordable homes on the site, in response to political sensitivities and requirements of the London Plan in respect of Section 73 applications. Additionally, Carter Jonas has led on coordination and providing planning advice in relation to amendments to the submitted scheme to respond to changes in the legislative framework, including new fire safety regulations. Carter Jonas subsequently led on the coordination and preparation of amended documents and drawings to reflect the required changes, which were submitted to the Council in September 2025. The updated proposals will deliver a total of 1,034 homes across the masterplan site, of which 294 homes will be located on the final Duffy phase, including 58 affordable homes.
